ROLE

Blair leads DMA’s credits and incentives efforts in the Southeast, partnering with clients in site selection and incentive assessment, procurement, and compliance. She assists clients strategically with evaluating alternative site locations with respect to various cost considerations, including negotiating, securing, optimizing, and implementing comprehensive discretionary economic development incentive packages. Blair also partners with DMA’s property tax and sales tax teams to interact with tax, operations, finance, real estate, government relations, and management teams to maximize value for clients.

18 years in credits and incentives/economic development; 2 years with DMA

  • 10 years of credits and incentives experience at a Big 4 firm
  • 7 years of state economic development experience at Georgia Department of Economic Development
  • Experience advising Fortune 500 clients on site selection, workforce development, and incentive modeling and compliance
  • Specializes in working with state agencies and local municipalities in connection with negotiating incentive packages
  • Emphasizes client relationships, adding value to client deals by remaining involved with clients and projects long after incentives are negotiated—ensuring clients can fully monetize benefits
  • Real estate background includes inactive sales license in both Georgia and Florida with experience in real estate development focusing on land use entitlements and zoning
