Scope of the 2025 Reassessment

In Tennessee, property tax reassessments occur on a four-year cycle, and are administered at the county level, with each county responsible for its own schedule. For the 2025 cycle, 20 counties are conducting reassessments, including three of the state’s largest commercial markets:

  • Davidson County (Nashville)
  • Shelby County (Memphis)
  • Hamilton County (Chattanooga)

These counties alone account for approximately 22% of all real property parcels in the state. Assessments are based on market conditions as of January 1, 2025, and will remain in effect for tax years 2025 through 2028, until the next scheduled reassessment in 2029.

Valuation Outlook

The 2025 reassessment is expected to produce significant increases in assessed values, particularly in high-growth areas like Nashville. While Memphis and Chattanooga have seen more moderate development, commercial property values are still projected to rise.

Shelby County initially warned of major tax hikes but has since clarified that Tennessee’s revenue-neutral law requires rates to decline in response to increased valuations. However, tax rates often rise in later years of the cycle.
