Brazil is entering a historic phase of tax transformation. Beginning in January 2026, the country has begun implementing its most comprehensive tax reform in decades—a structural overhaul designed to simplify one of the world’s most complex tax systems. This reform introduces a dual VAT model and a Selective Tax, replacing five existing levies (PIS, COFINS, IPI, ICMS, ISS) with CBS (Contribution on Goods and Services) and IBS (Tax on Goods and Services), alongside targeted taxation for goods and services harmful to health and the environment.

What’s Changing?
  • New Tax Structure: Transition from fragmented consumption taxes to a unified system under Complementary Laws No. 214/2025 and 227/2026.
  • Implementation Timeline: Gradual rollout from 2026 to 2033, with coexistence of old and new tax regimes during the transition.
